External Environment

3M is impacted in a fairly unique way by the external environment. Due to its four large business groups and wide range of divisions and product offerings, 3M does not have a traditional single “niche” or industry of operation as a company. Their business operations span many different arenas, with external factors impacting business groups differently. Some groups might benefit from changes in one external factor, while others are harmed. This offsetting impact and overall scale of operations allows 3M as a whole to be generally less impacted by the uncontrolled business environment. Most of the current problems facing the company stem primarily from the internal environment, such as poor manufacturing and design practices leading to major lawsuits. However, from a broad perspective, 3M is most affected by an intersection of political, environmental, and legal factors, both recently and into the future. The most impactful specific event within the external environment was the two different sets of multibillion-dollar lawsuits, which stemmed from non-compliance with government regulations. The set of lawsuits surrounding groundwater contamination also obviously connects to environmental factors. Beyond this obvious intersection, there are some smaller factors within the three categories of PESTEL that affect 3M, especially pertaining to international business operations. Overall, 3M’s broad scope and diversified portfolio help to mitigate the overall impact of the external environment on its operations.

Key PESTEL components – Political and Environmental

Within 3M’s external environment, many political factors play a role in shaping both domestic and international strategic management decisions. As 3M is a multi-national corporation, it is impacted by the local government in each country in which it operates. 3M has to deal with intellectual property legislation in every country in which it sells. This requires knowledge of patent-filing systems (first-to-file and first-to-use) across countries. Similarly, 3M has to be aware of government and industry regulations in each country that they operate and sell in. These factors have to be considered and planned for every time 3M introduces a new product or starts operating in a new country. Domestically, 3M is uniquely impacted in two main political ways beyond those listed above: Government contracts and healthcare laws. 3M holds government contracts within many of its product divisions, covering industries and arenas such as defense, public safety, and transportation (3M Government). The US also has a complex system of healthcare laws that affect an entire business group within 3M, including medical devices and legislation such as the Affordable Care Act or Medicare. In general, 3M business operations and success is also dependent on the state of the US economy and the political party in power.

3M, like any company, is impacted generally by ongoing climate change. However, 3M is more uniquely affected by resource scarcity, innovation demands, and regulatory compliance. First, with a vast supply chain spanning many countries and materials, 3M has and will continue to deal with input shortages. To counter this, 3M will have to diversify their supply chain and find alternatives when possible. For example, one 3M plant expanded its supply sources to include multiple different suppliers with “second sources for raw materials” within their adhesives supply chain in 2023 (“How 3M’s Springfield Plant…,” 2023). 3M has the chance to benefit from this, however, due to its innovation policy and history: The company has and can continue to be at the forefront of developing new manufacturing methods that utilize more readily available alternative materials. Furthermore, 3M can also benefit from its innovation focus by anticipating future increases in the need for environmentally friendly products that are suited for a changing climate and meet current and future regulations. 3M is planning to develop products related to carbon capture, an industry that could be worth as much as $2 trillion annually according to director of global strategy and business development Sam Tutterow (Keilman, 2023). 3M has had a challenging history, especially recently, dealing with environment-based regulations, highlighted by the multi-billion dollar groundwater pollution settlement last year. The company announced that they are planning to fully phase out the polluting chemicals that caused the lawsuits (called PFAs) from all production by 2025. This connects with the political environment, as 3M has to plan for and adapt to many regulations that impact their business operations. Beyond the US lawsuits, 3M has also had issues with illegal PFA emissions from a plant in Belgium in 2023, causing them to halt some production at the plant (Samora, 2023).
